McKissack provided program and project management services in the planning, administration and development of Housing Authority of the City of Los Angeles' capital projects.
A physical needs assessment and energy audit was critical in financing new development and renovation of the HACLA portfolio of 95 residential buildings and 230,000 square feet of owned or operated commercial office space. McKissack drafted a 20-year action plan to bring each of the sites up to U.S. Department of Housing and Urban Development (HUD) standards for modernization and energy conservation.
