The Program Executive, PM/CM serves as a senior owner's representative and program management leader for McKissack & McKissack's DC Region. This role oversees vertical construction programs and projects on behalf of owners, protects the owner's interests, aligns consultants and contractors around project goals, and drives accountable performance across cost, schedule, quality, risk, safety, and stakeholder commitments.

This position does not function as the general contractor or controlling contractor. The Program Executive provides executive-level oversight of the delivery team, monitors contractor and consultant performance, identifies risks early, and advises the owner on key decisions from planning and preconstruction through construction, closeout, occupancy, and warranty.

Responsibilities

Provide executive oversight for assigned PM/CM and owner's representative engagements across the DC Region vertical construction portfolio.

Represent the owner's interests in project planning, design coordination, preconstruction, construction, closeout, and warranty phases.

Oversee general contractors, construction managers, designers, consultants, and vendors on behalf of the owner, holding each party accountable to contract requirements, project goals, and agreed delivery standards.

Lead client-facing coordination and executive reporting, including project status, key risks, budget trends, schedule performance, procurement issues, claims exposure, and recommended actions.

Guide preconstruction activities, including constructability review, design coordination, phasing review, logistics planning, estimating validation, value management, procurement strategy, and bid package review.

Monitor project budgets, forecasts, change order exposure, pay applications, contingency usage, and funding impacts; escalate issues early with practical recommendations.

Oversee master schedule review, milestone tracking, recovery planning, and schedule risk analysis in coordination with project controls and scheduling resources.

Support procurement and contractor selection on behalf of the owner by reviewing solicitations, scopes, qualifications, pricing, evaluation criteria, and award recommendations.

Review and monitor contractor performance without assuming direct responsibility for means and methods.

Coordinate permitting, inspections, approvals, and regulatory engagement with authorities having jurisdiction in the District of Columbia, Maryland, and Virginia.

Lead risk identification and mitigation planning across cost, schedule, quality, safety, agency approvals, stakeholder impacts, procurement, claims, and closeout.

Monitor site safety performance and contractor safety compliance on behalf of the owner while maintaining clear separation from the general contractor's controlling-contractor responsibilities.

Oversee quality management processes, including inspection trends, nonconformance issues, corrective actions, mockups, commissioning status, and punch-list progress.

Lead issue resolution across owners, designers, contractors, consultants, agencies, and end users.

Manage project closeout oversight, including punch-list completion, commissioning tracking, O&M turnover, as-built documentation, training, occupancy requirements, and warranty transition.

Support business development and proposal efforts for new PM/CM and owner's representative pursuits in the DMV, including technical approaches, staffing plans, delivery strategy, and interview preparation.

Lead, mentor, and develop PM/CM staff assigned to DC Region projects; set expectations, assign accountabilities, and support performance development.

Support MBE, WBE, LSDBE, workforce development, and community benefit requirements on public and institutional projects.

Promote a client-focused culture built on accountability, clear communication, sound judgment, and reliable follow-through.

Qualifications

Bachelor's degree in construction management, Civil Engineering, Architecture, Program Management, or a related field.

15+ years of progressive experience in program management, construction management, owner's representative services, or senior project leadership for large vertical construction projects.

Strong experience overseeing vertical building projects in the District of Columbia, Maryland, or Virginia.

Demonstrated experience supporting public-sector, institutional, education, cultural, civic, or campus-based owners.

Experience managing or overseeing multiple delivery methods, including CM Agency, CM at-Risk, design-build, design-bid-build, and IDIQ task orders.

Strong command of project controls, cost management, CPM schedule review, change management, claims avoidance, procurement support, contract administration, and executive reporting.

Ability to oversee general contractors, construction managers, design teams, consultants, and vendors while maintaining the appropriate owner's representative role.

Experience coordinating with authorities having jurisdiction and public agencies in the DMV.

Proficiency with construction management and project controls platforms, including Deltek, Power BI, CPM scheduling software, and electronic document control systems.

OSHA 30-Hour construction certification preferred. CCM, PMP, DBIA, LEED AP, or related credentials preferred.

Strong client-facing communication, negotiation, leadership, and problem-solving skills.

Ability to perform regular site walks, attend project meetings, wear required personal protective equipment, and travel throughout the District of Columbia, Maryland, and Virginia.
