BGE Wilkens Ave Subststion
McKissack was the lead project management firm for Exelon/BGE’s Baltimore Gas & Electric Wilkens to Westport Bundle and Wilkens Substation. As the Owner’s Agent (OA), McKissack provided project controls, contract management, and construction management services. They also delivered construction site safety management.
McKissack led the Wilkens to Westport Bundle & Wilkens Substation Project from design through execution, managing underground transmission work, substation construction, and asset commissioning at both locations. The firm utilized advanced horizontal directional drilling and auger bore techniques to install duct banks, minimizing community and environmental impact while coordinating with stakeholders to maintain schedule and budget. Key responsibilities included supervising challenging crossings under major roads, highways, waterways, and active rail lines, with open-cut methods used where feasible. McKissack oversaw the installation and extension of two 115 kV XLPE cables and associated infrastructure, enabling robust upgrades for system reliability and communications. The substation construction featured two 80 MVA transformers, 13 kV switchgear, four buses, 40 feeder positions, and four capacitor banks, enhancing overall network capacity.
