McKissack, under a joint venture partnership (Partners for Revitalization of Baltimore City Schools [City School Partners]), and in collaboration with MSA & Baltimore City Public Schools, is providing Program | Project Management, Design Management, FF&E Procurement & Installation Oversight, and Scheduling services for the Baltimore City Public Schools Construction Program.
In 2013, Maryland’s General Assembly passed House Bill 860, which authorized the Maryland Stadium Authority (MSA) to issue up to $1.1 billion in financing to fund the 21st Century Building Plan, a portfolio of renovation and new construction projects in accordance with Baltimore City Schools 10-year plan. The plan includes renovation and or replacement of 28 educational facilities. MSA was authorized to implement and administer the program in collaboration with the Mayor and City Council of Baltimore City, Maryland Interagency Committee on School Construction, and Baltimore City Board of School Commissioners. A memorandum of understanding (MOU) among these agencies was signed in the fall 2013. An executive committee oversees the implementation of the MOU. The services include overseeing overall program management, guiding educational programming and planning, managing the program master schedule, and handling project, logistics, and construction management. The services also include budget and value management, database administration and training for the Project Management Information System (PMIS), and coordinating efforts around diversity, local hiring, and workforce development. Additionally, McKissack will manage procurement and contracts, project controls, establish procedures with program and state agencies, oversee building information and facilities management, coordinate move management and logistics, and develop standards and manage procurement for furniture, fixtures, and equipment (FF&E).
